I have VOO and VGT on IBKR, and I selected automatic reinvesting of dividends in the settings. However, for some reason, it seems to simply keep my dividends lying around as liquidity. Does this setting not work correctly / would it make more sense for me to simply reinvest it myself now, rather than waiting?

Did you get enough dividends to buy a full share? By default, fractional shares are not configured.
Other than that, I can't think of anything that would prevent reinvesting.
